Why are you trying to export from a new empty repository?  

If you have your project on your hard drive and you want to put it INTO the new 
SVN repository, you can go to View, Customize Toolbar and show the Import and 
Export buttons.

You can then IMPORT from your current project folder INTO the SVN repository 
(assuming the repo on the server is empty).

Is this what you want to do?
