Before Japanese hooks hit the market, Mustad Norwegian hooks were the most 
common in Canada, with a few English hooks if you could find them. 
I have experienced 11% breakages with certain Mustad Norwegian hooks, but I 
probably had a bad batch. They also used to break if one smashed down the barb 
too hard.

Since that time and the introduction of competition from Japan, Mustad have 
been forced to improve their product.
