Perhaps there is an apple and orange syndrome here. Folding hackles is a useful technique but primarily for wet flies. The right feathers to use are all or mostly web, such as hen hackle. Such feathers fold relatively easily and I can think of several methods for doing so off the top of my head. Byard sells a feather-folder set that works well but it really isn't difficult to accomplish by hand. I do this routinely for salmon flies that call for a collar hackle.
