Don,
No mixing involved. it should be applied straight from the bottle. Takes a little longer to dry than 5 min epoxy, but dries clear and is very durable.
The stuff is non-flammable and does not cause toxic fumes. I was told it is water-based. Not sure about that; all I know is that the bottle reads: polyurethane formula. Apparently - but I'm no chemist - you can't use water to thin it down, but you should use isopropyl alcohol.
