I bought my drill press for 50 dollars from menards.  It is a 5 speed, 1/3 horse drill press.  It is perfect. It has a 1/2 inch chuck. That is what you want.   The larger punches will need to have a shank turned down to use them.  Any body with a machining lather can d this for you.
