I use fabric paint to put eyes on my streamers. I haven't had problems with the eyes falling off. Maybe it is the brand of fabric paint you're using.

Are you applying the paint to a porous surface (hair, dubbing, etc.) or have you been successful in getting the stuff to stick to a non-porous surface? What brand do you use?
