Simply put, yes.  By having trout #6 on your hook when the limit is 5, you are in possession of 6.  Now this was not anywhere on the PA website that I could find but was related to me by a friend who is a fish warden in PA.  His suggestion was to continue to release #5 until you were preparing to leave.

One thing I did note in the regs was that even casting into a redd was a violation but if you caught an illegal bass with eggs anywhere else, you were to merely release it immediately and be under no violation of code.

In Maryland, a fellow was relieved of his rods, gear, boat, and car when caught fishing the day after striper season ended a few weeks back.  While not stated, I'll bet that fellow had a cooler full of fish for them to go that far.

In PA, a fellow was reported to have incurred a $400 fine plus costs for a fishing violation in my hometown newspaper.  I think he was fishing without a displayed license and not having one on his person.
