As someone who works for a chipmaker that supplies the guts to a lot of
cameras, I've been following this discussion with some interest.  A
conversion library is a very good idea, but it would be even better if
it had a plug-in architecture that different cameras could use. We
produce a chipset that produces an mjpeg stream at 30 fps (VGA), and are
nearing completion of a dual mode camera that also has such a stream. 
Currently we just use a viewer that does the decoding itself (via
libjpeg).  A library layer would allow any application to use the
camera. This happens to be similar to what DirectVideo and
VideoforWindows does, but that shouldn't be held against the idea. Other
than that I think the main issue is how to control the camera. Our
controls are not the same as Agilent's or Philips', and each has
capabilities that the others don't. This might be addressed by a plugin
application that has the proper features.
