I have a very similar PCTV Pro with MT2032 tuner, and radio does not work for me, and I see something like this in my logs whenever I try to tune in any FM station:
... tuner: frequency out of range: 400 (85-107) no matter what is the freq I try. Same happens with three different radio applications. I will be happy to test/provide additional card info.
