Help with kwintv

Hi
        I would like to install kwintv on my system... when i run
configure it says "your system fails at linking a small KDE application".
This happens when its checking for kde libraries installed. I have
installed all kde libraries and qt libraries. please help if any one knows
how to get across the problem....
