Since there has been some interest in this, i'm releasing it as a
library just in case someone is interested.
It's the module called <tveng> in sourceforge:

Functionality:
- Wraps V4L and V4L2 with a [clean] C API, so the underlying hardware is
transparent to the programmer.
- Does not support timestamps yet, but nearly everything else is
implemented.
