OK, I had a look at the pages.
While the ATI card seems to be able to handle almost the complete
MPEG2 decoding it looks like for encoding it only does some DCTs in 
hardware and the rest is left to the CPU which has to be high
end (and has to run Windows). 
When I was talking about cards with MPEG2 hardware encoding I meant full 
picture (720x576) and full frame rate with no CPU usage (besides
handling the DMA of course).
