Any NLE will be able to capture the video. What you will need is the
proper hardware.

You can use a video capture card and plug a VCR into that and capture.

You can use a DV camera that has A/V inputs. (VCR to DV Cam to Computer)

Failing that...you can bring your VHS cassette into a company that
will capture it for you and put it on DVD.
