The use of the amazing TeleOptiKon technology is not without risk of physical harm to the operator. My guess is that he wore his foot down to a stump operating that foot-pedal switch which must be pressed twice for each frame of video--just one of the hazards of life in the old days. But, don't worry, the use of devices such as foot switches were strictly controlled by the Board Electrical Impairments during the late 1920s. I have not heard of a single case in at least a decade.
