I read parts of it briefly. I could see nothing that would remotely relate to an issue like streaming a whole film. I have no problem with issues of incidental and personal use but I suspect the studios do . Sadly they they tend to concentrate on stuff like clips or incidental music, while largely ignoring bigger issues.
I admit that the cynic in me wonders if their is a Trojan horse there,since some of the folks behind are in part the same people who claim it IS legal to stream a film now. I think everyone agrees it would be great to get copyright law clarified and revised, but I suspect this will come through the courts rather than Congress.
