NTSC is actually a chroma-encoding system that is used both by the US and
much of Latin America-- it's different from the region code system.

It's not uncommon for discs to have both Region 1 and 4 flags... but usually
this is pretty clearly stated on the packaging.

Looking at the seller's storefront on amazon, they seem to include in the
title when a DVD is region 1and 4... but it might still be worth contacting
them to ask them if Region 1 is listed on the back of the case.
