This is a contract issue not a copyright issue. While it is a bit of
grey area, It is pretty clear if you buy a legal copy and DO NOT
transfer the format you can use it.
It is pretty much the same as buying a book in a foreign language. Any
legal issue is between the seller and the copyright holder. I think
the more practical issue is that this copy and others had no English
titles.

I would add that if the title in question is a recent film it might be
worth doing a little digging to see if it has in fact been bought for
US release and may be out
in a short time.
