Actually I'm referring to videos that are already reserved or restricted to in-house use. We have cases where three professors teaching the same course, without notifying us, have told their students to watch a given title in a given week. Typically the students start streaming in the day before class and there are frequent turn-aways. So some type of simpler hold system would be nice.
