To be fair to one and all, I think that all prior studies and reports will
now have to be reconsidered or ammended to take in account the Georgia
State decision which does have some positive aspects for the librarians.
We've all discussed how the vague guidelines for fair use can be and how we
all needed a court decision to clarify and define the laws. And for now,
the 10% is the new guideline -- though any appeal would most likely change
that for better or worse.

As a distributor, I've always been uncomfortable with clips of my films on
the internet longer than five minutes, but I could live with 10% for
educational use.
