The Georgia State ruling merely reinforces what has always been true about "fair use" that it is for using the smallest possible portion of a work to create a new one. I am sadly not expecting ARCL, VRA EFF or others to suddenly admit oh I guess we were wrong about using an entire work. I would even point out that the the ruling emphasized that since the works involved where all non fiction and aimed at the educational market they got more leeway.
