There's no Meta+Key entries in termcap/terminfo database.  See
readline documentation for "convert-meta" and "input-meta"
options and xterm(1) for "eightBitInput" and "metaSendsEscape"
resources.  Also, take a look at :help :map-alt-keys :

As of this writing, some mainstream terminals like gnome-terminal and konsole
use the ESC prefix.  There doesn't appear a way to have them use the 8th bit
instead.  Xterm should work well by default.  Aterm and rxvt should work well
when started with the "--meta8" argument.  You can also tweak resources like
"metaSendsEscape", "eightBitInput" and "eightBitOutput".

Vim should _support_ Meta-Sends-Escape mode which is A Must Have
for non-ascii 8-bit locales and it have nothing common with
"keyboard drivers".  All (at least most of them) "keyboard
drivers" are confugurable.

Otherwise, all vimscripts that imaps <M-something> are broken.
