For a precompiled Windows installer (currently 7.1.262), see https://sourceforge.net/project/showfiles.php?group_id=43866&package_id=39721 -- that's a version with (only) Bram's official patches. To compile your own, see for example http://users.skynet.be/antoine.mechelynck/vim/compile.htm which shows the two compilers I used when I was on Windows.
