Yes, so to spell it out: it's a bug in that 3rd-party plugin, namely, 
that it lacks a "scripencoding latin1" line before the first upper-ASCII 
byte other than in a comment.

The plugin author should be made aware of the fact, preferably with a 
link to this thread.
