If I build vim with ruby 1.9.1 using your patch, config.h won't be found.
It only builds if I copy:
$(RUBY)/include/ruby-$(RUBY_VER_LONG)/$(RUBY_PLATFORM)/ruby/config.h
to
$(RUBY)/include/ruby-$(RUBY_VER_LONG)/ruby/

Has anybody else the same problem building with mingw or cygwin for
windows?
The patch for cygwin should be similar to mingw.
