Scratch that, it's not a defect, but a peculiarity of the Windows console. The
cursorline default highlighting is "cterm=underline", which somehow gets
rendered as a solid, dark red background. As Vim doesn't regard this as colored
background, the syntax highlighting's background gets rendered on top. When one
changes the cursorline highlighting to "cterm=none ctermbg=8", the syntax
highlighting is gone, as expected (but not as this group of Vim users wishes 
:-).
