:h 'iminsert' says that they are subject to &keymap translation. And you
said about CTRL-K and ESC which are not taken literally. Also note that we
are discussing proposed change (make them accept CTRL-V), not the current
state.

Though as I have translit3 which offers t/T/f/F/r variants for
transliterated text I do not use t CTRL-K and appear not to know about them
accepting it. It looks more and more like using usual insert/command mode
meanings for t/T/f/F/r/gr is a good idea: they already accept more then
single character CTRL-K sequence.
