GitHub removed the messaging functionality a few years ago as they didn't
think that having yet another inbox would be very useful. They recommend to
use email instead, and almost every account I've seen so far does have an
email address listed.

As for other ways of getting peoples' attention others have already mentioned
options like mentioning them in a commit message or comment using the @name
format.
