"Vim without Cream" does include the runtime files. The gvim-7-4-977.exe which is part of the latest set of "files" is not a vim or gvim executable, it is a full installer, an NSIS installer IIRC[1], which unzips the files it contains, including gvim.exe with GUI, vim.exe with console interface, also IIUC the xxd executable, and all the runtime files, and proceeds to install them where they belong. But the project still continues to build gVim installers and add minor features and bug fixes in the Cream source code.
