the latest version of vim received as an email patch is 7.4.1952

and to be sure it wasn't an issue with my sudo configuration I su-ed
into root and did the apt-gets as root, same result

I am suspecting the basic flaw on this box, where I can't boot using the
newest kernel, I have to go back one just to have a gui is affecting my
build environment negatively

all the while apper is busily applying updates to who knows what kernel

I fear a zypper dup is in my future [where angels fear to tread]
