Hi, The Mac IIsi has a power button on the back. Since the hard drive is running, the logic board has power so it's not the Pram battery.
Try removing all Ram modules: you don't need them for test as the IIsi has 1MB Ram soldered onboard. Reseat the Rom simm if you have a version with separate Rom module. Otherwise if you have already tried this then it are likely capacitor issues like well known with the Mac SE/30, IIsi, Classic II and a few other logic boards that use a lot of fluid based SMD capacitors. I had exactly the same problem as you described with my IISi: only replacing all the capacitors solved it. Check the small SMD capacitors and see if there's any fluid near the area of the capacitors.
