Only two ways to read Macintosh 400K and 800K floppies. One is with a real Mac 
with a floppy drive (but not a USB floppy drive) the other is with an Amiga or 
PC with a CatWeasel floppy controller.

Apple used a variable speed drive and recorded more data on the outer tracks to 
squeeze more data onto the disks. It's completely unlike any other floppy 
format.

There are plenty of people who'll send you copies of some 400K disks to get 
your old Mac up and running. The media is the same as PCs used for 720K disks, 
400K disks can be formatted as 720K/800K but the single sided 400K disks were 
only factory certified on one side, just like the 180K 5.25" disks.
