In disk utility, when you make the image, make sure you select the highest line showing the CD. There are two or three lines there. The bottom one is the VOLUME of the CD. If you make a disk image of that it's like making a disk image of any folder and it won't be bootable. By choosing the higher up line you are making a disk image of the DISK and that should be bootable.
