One way to make a bootable Mac OS disk is by first installing it to an HFS
Standard partition small enough to fit onto a CD-R.
Next, turn off Virtual Memory.
The next step that's worked for me was having a PC with a SCSI controller and
using Nero Burning ROM to burn a CD-R directly from the Mac formatted hard
drive.
I've also burnt CD-Rs from emulator disk files using Nero. IIRC those will boot
too, as long as Virtual Memory is disabled before the image is burned. (I don't
think the emulators support VM anyway.)
But for making a bootable 9.1 CD, still a problem because Sheep Shaver can only
run up to 9.0.4.
