7.1 is on there, along with tons of other legacy Mac OS and software.
Not sure what the legal issues with this site are, though.

7.1 is not (legally) available for download. Apple provides a number
of downloads, including 6.0.8, 7.0.1, and 7.5.3 (upgradable to 7.5.5).
Due to various licensing issues, 7.1 is not there.
All the downloads are available http://www.info.apple.com/support/oldersoftwarelist.html
. It'll be much easier to work with if you have another working
vintage Mac to do the intermediate work on.
