Just a follow up on this.  I ended up doing it last night.  It was actually 
quite easy once I learned how to do it.  A key part of it was getting 
"System Picker"... thanks, Jpoliti!

- SE30 has 7.1 on it.  
- Make the two 6.0.8 floppies (1.4 meg)
- Boot from the 6.0.8 floppy
- on the hard drive, make a folder called "Finder Folder" (or whatever) in 
the "System Folder
- Move the Finder into there.
- Rename "System Folder" to "System 7.1"
- Run the 6.0.8 installer
- When it is done, rename the "System Folder" to "System 6.0.8"
- Move the System 7 finder back into the System 7 folder.
- Dropped "System Picker" onto the hard drive
- Run System Picker and pick System 7.1
- Disks get ejected, it boots 7.1.  

It did have to rebuild the desktop when it booted into 7.1.  I'm not sure 
if it will have to do this every time I switch, as I have one data point so 
far.
