There are power lines going to the PCI slots so they’re probably shorted. If 
you’re feeling really patient you can desolder all the PCI connectors and 
either leave them removed or replace them with new ones. You’d then have to 
splice on new connectors for the HD and CD drive but that should be trivial 
compared to removing the damaged PCI connectors.
