Thanks for the heads up folks.  Knew about the 24-bit requirement for the 
IIe card.  Didn't know when the OS started required 32-bit, so that's good 
to know.  There that TCP/IP or Open Transport, I can't think of anything 
that is pushing me to 7.6 or even 8.1 for the OS.  I'm going to be getting 
a new drive and will be reformatting/re-partitioning it.  Though I don't 
think I will need it, I just may look into Multi-booting the thing just in 
case.

As far the recapping: I just know or keep reading that its a potential 
problem.  I'm going to test out the board with the multi-meter and just 
make sure they are working as they should, if not I will recap the thing.

The whole "retrobrite" thing...  I found another guy who did basically that 
but rather than making up the Retrobrite solution, he found that Sally 
Beauty Supply sells a a concoction that is high percentage of H-Peroxide 
and it's "goopy" enough to spread on the parts.  Sitting beside me right 
now is a big brown box, with the shell of an IIe drive in there and an UV 
light.  I've covered the case with this goop and wrapped in in clear wrap 
to stop it from evaporating.  After less that 18 hours you can really see a 
difference.  Testing on a drive is much easier than the case for the LC 
575.  Drive is my test subject.  :)
