If you only have a PC with internet access, it should be able to write the floppies out as well. Just needs a floppy drive (a USB floppy drive would even work).
And if you have a SCSI CD drive connected to the LC475, you can try holding down delete-option-command-shift at boot with the OS 8 CD in. It might not work if the drive isn’t Apple-branded though.
