A value is assessed then the customs department levies
an import duty on it, unless the item was produced
in the country you're importing it to.

Many european and other countries impose a 100% duty
on imported electronic devices or computers, some
also apply it even to parts or sub-assemblies.

Until 1992, Brazil had a total ban on computer
imports.
(And apple's stupid mis-handling of the situation
lost them a huge market in Brazil, post 1992.)
