Tests:
#1 Do you need OS7.1?
#2 Do you need to open your special prize?
#3 Do you believe that the technically illegal aspects
of useing old abandoned ("not supported", "obsolete",
etc.) copies of protected software is wrong?
#4 Is there a reason not to open your special prize?

my opinion:
#1 probably not unless you're stuck w/OS7.x, which is
probably not. If you are, YES! 7.0 was so bad that
Apple felt it should start charging for good stuff.
#2 probably not unless you're stuck on #3
#3 What is the time limit on stuff that has been
protected but not "protected" until it can be freely
used by supporters? My attitude is that when the
protector abandones the product, it is available for
those that support the product. Technically, this may
be illegal. Bottom line; It is easy to get System 7.1
Upgrade Kit illegally.
#4 Definitely! It's crazy what some people will pay
for old stuff that is "virgin"! You can always open or
toss this stuff later if it proves worthless, but you
can't go back.
