it does not sound like you are rejecting the idea, but, I would say that this 
made a massive difference to stability of Voice Over for me, I used to have 
stammering synths and stalls quite often, by clearing my App switcher up to 
three times daily, but, always without fail twice, and always restarting the 
phone following the second app switcher clearing at the night time, this made a 
huge difference to Voice Over performance.

remember, your iPhone is a computer, and computers need this maintenance 
frequently.

I do go into the application switcher and clear it before I am going to do a 
lot of reading. That has not seemed to make a difference, however.

The one area I am lax is I do not restart my phone every day, not even every 
several days. But, I have not found that that will make a difference. 

I hope it does not sound as though I am rejecting all alternatives. I have just 
tried so many, and none of them have been successful. It is most maddening 
because the problem is intermittent.

This has been going on since IOS5. I know I have discussed it at length and
probably too much. Apple has never acknowledged the issue, although they did
once ask for clarification of what situations caused it.

Trust me, I am a very heavy user and fairly knowledgeable and the issue is
real and is not limited just to a few new occurrences on this list. I have
tested it under all situations I can come up with on a 4S and old ITouch,
with both quality voices and even alternate accents. I have restored both
devices on several occasions; complete restores and not merely from backup.
I have methodically added applications to the devices to find if maybe one
is causing the problem. None of these has revealed anything but randomness.

The only thing I can see that is more apt to trigger a lockup is quickly
scanning elements. I have found if I stop speech or wait until it has
finished speaking, I can reduce the occurrences, but even this does not
eliminate them. Recovery seems an inexact science, as well. Eighty seconds
seems to be the magic time to allow it to right itself, but I count to 40
and then touch the screen to prevent it going dem or to sleep, and then wait
another 40 counts. It may not be exactly 80 seconds, but a count of 80 seems
to be about right. Otherwise, you can restart the phone with multiple
presses of the power button, but that will start you back at the home
screen. I read a lot in Safari, and it is maddening to have to find your
place in the middle of the New York Times once or twice per issue. Hence,
nursing the device to recover on its own is best.

I have had this locking up in nearly every application from those I have
purchased to native apps. Again, it seems to be most consistent when
skimming from element to element. They do not have to be paragraph length
clips, but may be dates in the calendar app.

I have presented all of this to Apple on many occasions and have begged
their assistance or at least some acknowledgement of the issue. As I said,
beyond requesting more information one time, I have never even been given so
much as a thank you for your inquiry.

The only reasons I can think some don't seem to be having this issue ever is
like they used to say with Windows: If you have not crashed, you are not
using your computer enough. Well, there could be some Fan Children refusal
to believe anything could ever be amiss with one of the annointed's
blessings, too,.

It doesn't really sound like this release addressed much. I would not be
surprised if there are few or no fixes for anything accessibility.
They may have made a quick fix for the app launching on unlock since people
made such a huge deal out of that small avoidable not really a problem
issue, but I wish they would fix the speech locking up over that one. It is
really strange though that they put out this release to fix what appear to
be such minor issues and they let huge issues hang out there for 6 or 9
months until some planned release and at least claim to have addressed them.
Purely speculation here of course on all of this, but I am betting there was
some change in this release that Apple has some motivation to make and it is
not written anywhere.
Something like a jailbreak whole patched or something.
