This is one rare instance where Apple has let us down. On the native Message ap, there is a little plus sign in a circle that allows you to add additional recipients to your message, which means sighted users have this capability without having to use other appps. I have no idea why VoiceOver can't detect this control, but no matter what I try, it doesn't see it.
