The short answer is no, and no.
The long answer is that when you're in the UK, you could use the address you're 
staying at as your address when signing up for an account in the UK App Store. 
You will also need an email address not currently associated with any Apple ID. 
You'll then be able to download iPlayer and use it in the UK.
When you get home, iPlayer won't work, unless you circumvent the geo-blocking 
technology that prevents users from outside the UK accessing the service.
