I usually carry 2-3 battery packs on to the plane with me with no issue. I’ve traveled with most of the big airlines in the u.s. with no issues.

One needs to keep in mind that often at 30,000 or 35,000 feet altitude where jets fly the temperature is as low as -60 Fahrenheit and while cargo areas are usually heated so it doesn’t go below freezing, it is still cold in there.
