Hi there. I am wondering if you set it up incorrectly. I am doing the exact same thing that you are and when I created the additional ID from the Apple website I did not have to put in a payment information or any sort of credit card. this way especially if their family card account. Later on I added the work as a family share member so that I can use the apps that I have already purchased over the years.
