That’s because the original person who wrote about this didn’t realize he was pushing the home button to invoke SIRI with a recognized finger print finger. You can prevent Siri from being used without unlocking your device. To enable this, in iOS 8 you'll find it in Settings, Touch ID and Passcode, under the Allow Access when locked section. Turn Siri off from there. Actually I would turn pretty much everything off in that section. In the lower right hand corner pass the times of the day with the temperature there is a weather channel button. Click on the button that will open the internet or safari.
