I'm totaly blind and I had no problem having Amazon put all my past purchases of mp3 music on the clowd and from there download it.
Maybe you need to update your downloader and adjust your settings.
Here is a bit from their help page:
When you complete a purchase in the Amazon MP3 Store, you save your music to Amazon Cloud Player. Amazon MP3 purchases in Cloud Player are stored for free, do not count against any storage limits, and are available for playback or download on any PC, Mac or compatible device.

Your digital music purchases can be downloaded immediately after purchase, or anytime from Cloud Player using either your browser or the Amazon MP3 Downloader. If you're using Windows Media Player or iTunes, the Amazon MP3 Downloader can be set to import your music directly into your player of choice.

Purchasing Recommended Music in Cloud Player
Play a song or album in Amazon Cloud Player for Web, and Amazon will recommend related music. If you select a playlist in Cloud Player for Web, Amazon will recommend music based on other customers who have similar playlists. Cloud Player will not recommend music already in your collection. You can sample and purchase recommended tracks from within Amazon Cloud Player for web.

Purchases made in Cloud Player will be charged to your default 1-Click payment method.
