I find that the dictation feature stops working after I’ve connectted to our Airport Express using the Airplay feature. The only way I can get it back is to reboot the phone by turning it off and back on again.

Next go to keyboard. Next swipe to enable dictation and then double tap. This will disable dictation. Then reenable dictation try that and see if that works.
