So, are iMessages and text messages seen the same to the person
receiving the message? Do iMessages via a data plan get sent to a cell
phone?

Yes, that is my understanding. iMsg's require a data plan or wifi and
sms's just require a cell phone and are covered under a text messaging
plan.
