You use the same app on your iPhone to read and send both iMsg's and text messages. They basically appear the same, but I think they are labelled differently, so you know when you're reading a text message versus an iMsg.
I think this is configurable, but when sending a message, the iPhone will send an iMsg when it can, such as to another iPhone, and otherwise it'll send a text message. So if you're sending a message to someone who has a cell phone that is not an iPhone, you will be sending a text message and that's what the person will receive.
